And I found the Scor-Tape mentioned at a site called ScrapBook Pal for $3.49 a roll, but I am going to check my local art supply first as their shipping starts at $5 unless you spend over $25

I was thinking about a technique like this. Rather than chopping up letter size page protectors, I should be able to find sheet plastic of the same materials. My dilemma was how to bind the stuff together. This technique of using folds and double sided tape is a great start, but I think this stuff can also be heat-sealed. I just need to find the right tools to do it.
